You need to use the correct version of the MS NET code for the OS version - sounds like you're trying to run the Win9x-distributed DOS version without having loaded any real-mode NDIS drivers, so it expects the registry to supply the NDIS info. Don't try to cheat your way into running DOS from a partial Win9x boot disk, and either learn about NDIS or hire someone who already does.
