A Win98 boot disk does not contain the necessary network drivers; you have to build it by hand, and not all NICs provide real-mode drivers IAC. If you don't know how, hire someone who does.

Hire an MCSE who knows better than to try to cheat with Win98. A Win98 boot disk is not designed to be used to boot DOS to reference an MS Network. It's designed to get enough Win98 to make repairs or do a reinstall. Win98 can be installed from a network, and in theory run from a common image on the network, but it's suicidal, tricky to set up, and guarenteed to kill you network performance. Hire a consultant who understands why & what you are doing is a bad idea.

IOW Alvin, if you don't know how to do it, your are not going to get adequate answers from email, because you're missing basic concepts in how real-mode networking is set up, what a Win98 boot disk is, and where to start. It's literally covered in the texts for the Microsoft Official curriculums for Network Essentials, Win98 and NT Server. You're going to spend more money on books than what it would cost to have someone who know this already do it.
