Yes, you have to distribute anything excluded -- VCX and VCT files for classes and SCX and SCT files for forms. I just put them in sub-folders of my SetupWiz folder [ MyApp\SetupWiz\Classes and MyApp\SetupWiz\Forms ]. My APP and LAUNCHER.EXE files along with some DLLs from DynaZip, etc., go in the MyApp\SetupWiz folder. Then I run the Setup wizard and specify the MyApp\SetupWiz folder as the source of the application files. The setup wizard will put everything in that directory tree into the setup CAB file.

I do not know of any other way of doing it. You either have to include all in the project or provide all classes for excluded forms separately.
