I access mine from the internet all the time through a cable modem. At work we are currently on ISDN. Since I run Win2K Pro there, I just use either the net use command or go through the graphic network places. My machine at home is currently running NT4 Workstation connected to Road Runner. Every morning at 8:00 I have a scheduled process that maps a drive to my web server, then copies the current ip address there. That way I can connect via the net use command.
Net use * \\www.myserver.com\d$ /user:theusersname followedbythepassword to get to my web server (used to host Web Connection and some static ip sites from an ISP co-located site.)
To get to my home workstation from the office:
net use * \\24.24.123.123\e$ /user:myname mypassword
This will work with NT or Windows 2000, in order to do this from 95 or 98 you have to dance. I've posted a KB on the subject here a few weeks ago.
