It's definatly the foxuser.dbf. The only way to stop the error message is to put something in the program the either sets the resource file to a file on each users local machine or just turn the resource off.
set resource to (SomeLocalFile)
or
set resource off
As far as your other questions I would guess a local copy might be slightly faster but it depends on the network. We run some internal apps like that with 25 users or so with no problems.
