Evan's comment brings up another possibility for the problem:

You mentioned earlier that that you don't have full rights on the machine, maybe this is causing the problem (e.g. you don't have access to the Winnt\system32 directory which is where the video drivers are stored) due to someone's misguided idea of security.

This would be a bad thing (This is different than what Evan referred to--He was talking about restricting the right to change the display driver, but that is different, and you wouldn't be able to go into the configuration at all).

Another possibility I thought of is that maybe they took away the *real* login option on the NT loader menu, and left the vga mode version (named wrong).

These are both pure conjecture though, and both would fall under the incorrectly installed/configured category.
