Maybe if you try to locate the .OCX file and register the file again..
The name is "Comdlg32.ocx" and should be located in your "system" directory.
You probably know, but to register the file go to the "run" in your "start" menu (windows) and type the following:

regsvr32.exe "c:\winnt\system32\comdlg32.ocx"
