I'd never used the wizard for a new project (preferring to fill it myself with my own framework files) but I tried it out twice. Both times the File Locations on the Options pageframe stayed visible/editable. Don't know what the problem is with your setup, but it doesn't seem to be a universal one.
Just FYI, when I start a new project I open an empty (new) project file, add my 'Main' PRG and run Build Project to let it pull in as much as it can. Then as I work I add new forms, DBCs, etc. I've found that over all the wizards are far more trouble than they're worth.
