Do you exclude your reports from the project and provide the FRX/FRT files separately? If not, these files are then read-only.
To provide your users with the RD toolbars, include them in FOXUSER files [DBC, FPT] with your app. You can create a new foxuser table with just these records. Look for "TTOOLBAR" in the foxuser table. Look at the memo field to see the name of the toolbar. It will be evident which ones to keep. I only provide certain toolbars in my app's foxuser and delete all the other records.
