As to logic, technical competence, etc.....

There is no way you can measure that to a high degree of accuracy, especially when dealing with a product like VFP. It won't happen. You can ascertain the "minimally qualified" developer but beyond that it's a crapshoot. With myself, as an example, I feel totally comfortable with client/server design and implementation and UI design, but I can't say I'm any good at VFP and the net. Jim Booth waxes my ass in database normalization and denormalization but I just might have him in interface ergonomics and efficiency.

The technical side would have to be carfully decided on, but it really depends who you are looking for.
