If you can't find a free library with an icon set that does what you want, you could probably have someone draw icons that will work. By the time you have searched through thousands of bitmaps and icons, you could have easily scanned a page of hand-drawn button faces. Crop the buttons off the scanned page, and you've got a set of custom buttons. (works really well if you tell the client what icons you need, and have them find someone familiar with the user level and the job to create the most effective images)
