It's not exactly a fair comparison...98 was built on 95, so most of the bugs (and there were many) in 95 had been resolved with several patches.
As for early NTWS, I don't know - no one was using it here until at 4 as WS. But I recall NTServer was very buggy at first, we had to get several fairly quick patches for it to solve major problems, and it didn't become really stable until late 3.51.
MSDN News has had some good articles on Win2K - it seems not so much that it has bugs, but more that some apps just will not run or run correctly on it, due to the new OS design, and it is up to these apps to correct the problems. Of course that's MS POV :)
