Boy this drives me a bit nuts too... I like to say "Dont Tell Me What Your Doing, Tell Me Why Your Doing It."

Yet amazingly, it seems like atleast 1/2 the time I say that phrase to another developer they look at me like I revealed some monumental tidbit that was never quite within their reach before. It's moment like that when I wish I had a big black Sharpie marker to write Doh! on their forehead. =D)
