AFAIK, there isn't a function that'll do this. The closest in GetTimeZoneInformation() which will return information regarding the current system's settings. The function SystemTimeToTzSpecificLocalTime() is close, but you have to have the TIME_ZONE_INFORMATION structure of interest.
