That determination can be quite subjective. Is someone asking you to document that your application meets certain specifications? Does your customer have a definition of what they mean by SQL Compliant? I am sure others can add to this list, but some things come to mind. I would think this has more to do with database design.

1. All tables have PKs.
2. All child tables have a FK reference to parent table[s]
3. Referential integrity is enforced

I guess you could also document data validation rules, triggers and stored procedures.
