As for the holidays, I'd certainly recommend using a table with absolute dates that was annually updated. Otherwise there'd be additional overhead of dealing with those instances where a holiday wasn't fixed (like Labor Day or Thanksgiving) or where the date fell on a Saturday or Sunday. The number of records required (a dozen or so maximum) is small so maintaining it shouldn't be a major problem.
