Is there any chance of you using something like Terminal Server for something like this? Otherwise, depending on the WAN connectivity, it will excruciatingly slow for the remote users.
Another alternative is to use a browser as your front-end and your web application on the server generating HTML.
But if neither of these is workable, then you must have the EXE on the local machines with the data on the server. If the EXE were on the server, the end user would have to download to memory the multi-megabyte EXE everytime to run the program.
