Let me extract some of that text to make my question more clear:

"whether each app directory would have a set of DLLs, or whether there would be separate System sub-directories for DLLs."

So, my question is, which of these will it be? This could actually have a serious difference under Win2K, where some directories are writable and some are not (System) with strict security standards on some of our subnets...
