No, but IE happens to have it all built in. If you use another browser you need to find an XML parser and HTTP access tool. But this demo is built for IE specifically - it uses DHTML for the form for example. But the rest of the stuff (querying the backend) can work from anywhere given that you have some way to POST HTTP requests and parse the XML. You can write a VB app that talks to this thing, a Java Applet, or your can use NetScrap with a Java XML parser and HTTP component (which is not easy to find).

Right now if you want to do XML based stuff IE is by far the best choice not the least of which is the DHTML environment.
