Over the years, we have dealt with a number of large institutions who formally have disavowed any number of tools -- among them the various versions of 'The Fox'. After our company has worked with them in their "corporate" development, we have encountered closet 'Fox' applications -- bought or written under the budget level that raises the I/T or I/S or ?/? budget control. It is not unusual to find one of these app's developed for under $10K and nobody outside the department knows of its existence -- yet it serves the users just fine.
Reminds me of some of the beautiful tiny wildflowers in the Sierras that grow in an extremely hostile environment, not paying attention that they shouldn't be alive above 10,000 feet with a very mean temperature year round of 40 degrees or so.
