Usually (99.9%) every bit and byte that are sent from the server add up.
Most of the time, you're OK with whatever amount they give you for a Web site but if you want your users to download stuff, that could be a problem.
You can of course place those file on another server hosted on a free service like Geocities or Homestead and link from your Web site. these services usually don't offer FTP.
