This applied to VFP 3.0. If you've got the full VS installed, it should have the following directory under Program Files\Microsoft Visual Studio:

Common\Tools\WinApi

In this directory you'll find Win32api.txt, which contains the VB declarations. There's also a loader program (winapi.exe) that can be used.

For me, I use either the MSDN Library or the Platform SDK for this information.
