You can set the MousePointer property to 99 and the MouseIcon to a .CUR, .ICO, or .ANI file. Not that if you set this for the form, you will get your specified cursor while the mouse is over the form, not any control over the form. Each control you want to see this cursor over would need it's properties changed, too.
It might be easier to have a shape that you enable over the top of the form that's the same size as the form, and set it's properties for the mouse cursor.
