Your value is 9.46, when you Round() with no Decimal parameter it goes to 9, when you round to the first decimal, it rounds to 9.5, if you were to Round() it to 2 decimal places, it would be 9.46. I'm still not sure what bothers you, but it sounds like you got what you want.
