So what percentage of people at the intersection knew to turn it into a 4-way stop?

I'm amazed here in Atlanta at the absolute driving idiots who speed 10 cars at a time through major intersections when the traffic lights are out, totally oblivious to the simplest driving rules. I guess that must have been the question they missed on their driving rules test.
