Andre, this is not exactly correct. The files in the Files Section are accessible for everybody. I personally always post the link like file#xxx in Files Section/Classes-VCX. Any user can click on Files Section icon, then go to mentioned category and scroll to find the file. PUTMs just can use that link directly.
