Can anyone tell me what this means and/or why it's happening?

I have records that the browse window's delete mark is black for, leading me to think the records are flagged for deletion...but in the debugger, when I sit on the records and check to see if it's deleted, using DELETED(), it tells me it is not deleted.

This really jumps out at you because we have....
SET DELETED ON

With SET DELETED ON
I should not see any deleted records, and the system says this is not deleted but shows the black mark.

I can scroll, close the browse and reopen it, and it makes no difference.

This is a Fox 2.6 app with SET DELETED ON
We've rebuilt the DBF and the CDX from scratch
Immediately after the rebuild the marks are not present but later the next day I have marks again
Any ideas what's going on?
