What version of PC Anywhere are you using? I've used 7 and 8 and if you right-click on the PC Anywhere program on your local task bar, sending a CTRL-ALT-DEL should be an option.

As to an answer for your question, AFAIK, all the default NT screen savers allow passwords. If you are using a thrid party saver, the creator may not have coded that feature.
