Yes; I'm currently switching to snet.net; for $79/month, I get static IP and basic ADSL (~144K outbound, variable 600K-1.5Mbps inbound) sharable through ICS, supporting up to 50 simultaneous connections. I don't even want to discuss the ridiculous rate my previous provider wanted to go static IP via a cable modem connection, but order-of-magnitude difference in cost would be an accurate assessment.

You can shop DSL availability in your area from www.2wire.com - in my case, the specific DSL service was limited by my distance from the CO (I'm right about at the 17,500' mark, so they had to do some loop checking to guarentee service at all) and different ISPs have different arrangements for shared connections.
