I can testify that a similar approach solved major network "unavailability" problems for me on an NT network recently.
I had a 16-port hub and an 8-port hub (10 Mhz) connected together with two servers attached to the 16-port. The users on the 8-port would sometimes "hang" and get "Network device not available" or something like that.
I replaced the 8-port hub and at the same time added a 5-port 10/100 Switch (not hub), and connected the two servers (100 Mhz cards) and the two hubs to the switch. Solved the timeouts and the network response time increased dramatically.
