Does COMPILE or SETUP WIZARD return any messages?
There is an instruction : EXTERNAL (But programs will usually run w/o an EXTERNAL resolve.)
Look through the code for SET PROC TO. This closes any procedure file. Maybe an ADDITIVE after SET PROC TO ...., is needed. Subsequent SET PROCEDURE TO MyProg (without ADDITIVE) will close any open procedure file references.
