Files are usually encrypted for these reasons:
1. Copy/revenue protection
2. Prevention of unauthorized tampering
The fact you have only an encrypted version of your file implies that you are not authorized to have a plain-text version, that is, you're trying to break a licensing agreement. Many contributors here on the UT are software developers, so you're unlikely to get much sympathy or help.
Your only real option is to negotiate with the author of the encrypted file.
