It depends on the mouse driver; the one I'm using at the moment controls the double click speed from there, and relies on the Active Accessibility Control Panel applet to control the rate of acceleration of movement in the scroll bar as a function of how long the mouse button is held down; this changes if the mouse button behavior is set to hold the click, requiring a separate click to release the botton hold, as an aid to people who have problems with click and drag. The rate of pointer motion will affect the speed of the motion in the control box when you click on and drag the position marker on the right side of the combobox - if the mouse pointer moves more slowly, the user may be able to get finer control scrolling by dragging the scroll bar marker. Most wheel rats control the wheel behavior from this applet as well.

The ability to exchange leftclick and rightclick behaviors for righthanded vs lefthanded mouse users is best handled from there as well. I'm a naturally lefthanded person, and when presented with someone else's system with the mouse in the wrong place, or worse, a clearly righthanded-preference-oriented device like some trackballs, I head for the Control Panel early and often. Same if there's a range of motion issue for the mouse, even if it's on the proper side of the keyboard.

You may want to evaluate the use of some of Active Accessibility's features for some of your users - it's not just useful for zoom, viewport and font enlargement; it can aid considerably with people who have problems with Shift-Alt-Control keystroke/mouseclick/mousedrag problems or problems with fine motor control.
