It's truly a shame; it's a masterful introduction to the topic, and one worthy of reading and deserving of admiration, regardles of the feelings for the author that you might harbor, at least for the quality of the writing and means of presentation. A reference to a solid, VFP-oriented summary of the topic might have made the FPA offering much more meaningful for those who hadn't read it beforehand.
