In all probabilitry, it requires additional components to be properly installed before it can register - if this is a ougt-of-process server compiled with VFP, then at a minimum, the VFP runtime itself must be installed before the server can register. You can determine what additional file dependencies exist using DEPENDS.EXE, the file dependency walker that ships as a part of Visual Studio.
