Kevin, what I do in such situation, I place the line between expanding field and the fields under it. The Print When for the line should be .f., so it does not appear on the report, and the Float is .t. So the expanding field pushes the line down and the line pushes down all controls under itself, even if the controls visually are not located under your expanding field.
