The person saying this believes that she is an expert in UI development and design. That elevates them from the realm of "ordinary" users. In other words, ordinary users don't word things like this....

I asked her to defend the statement that browsers encourage weak designs... I have never seen a tool that 'encouraged' weak design. Look at it this way, I have seen high level tools used to produce crappy work. I have seen sub-par tools used to produce good work. In other words, one does not imply the other.

Again, she would not defend her statements/conclusions...
