Whats the best way to handle faxing to both local numbers and long distance numbers using Winfax?

I have a VFP6 application that faxes reports to different users using a fax number that is stored in their customer record. This routine is run when the user selects some criteria and presses the FAX button. I use Winfax to do the faxing.

This routine works great! However, the problem is, how can I tell the difference between a local number and a long distance number? Normally, I don't include a "1+areacode". But when the number isn't a local call, the fax doesn't get sent to the user.

Should I have a required field that asks the user if the fax# is local?

Is there any harm in including a "1+areacode" when dialing a fax#, even on local numbers?
