>>>When I add a menu with a _MED_* bar to the standard VFP window it works OK. But when I do the same thing with a top-level form it's not working. The bar dosn't enable/disable when it should and dosn't provide me with the right functions (it dosen't work att all). Is there something special about menus in top-level forms?

No, it is not in Tools. When you have the menu open this option appears under View in the main VFP menu. Check out the General Options Dialog Box topic in VFP Help. In particular it says:

"Top-Level Form If checked, allows the menu to be used in a top-level (SDI) form. If not checked, allows the menu to only be used on the Visual FoxPro frame."
