First off, to say the word pure is improper... What is/is not pure is open to debate..
However, when it comes to overall support, at least access has an OLE-DB Provider, has auto-incrementing key support, better integration with SQL Server.
Now, if we bring MSDE/SQL Server into the picture, we can still use Access as a front end. Then we have stored proc support, etc... The path from file-based to server-based data storage is far more seamless with Access than Fox...
