I've never had the problem you did with VFP5 or VFP6. In VFP3 if there was any problem at all I just put the ESL file (and the other 2-3 required files) into the same folder as the EXE. The libraries were then not available to any other VFP3 app, but that may not be a problem for your installation.
This dates back to Windows for Workgroups days.
