Setup Wizard (or any other competent installer) will check the OS by a standard API call to determine the locations of the Windows and System directories; there's a FAQ entry here showing how to get them through VFP. People who insist on not using a competent install tool, especially ones that do blind copies of files into what they think might be system directories will fail. Period.
FWIW, the blind copy mechanism is guarenteed to fail under Win2K even if you guess the folder name right - unprivileged installs can't write directly to a system directory IAC. Looks like you'll have to do things right rather than playing "Pin the tail on the system directory".
