Its said on the Rules page as long as I can remember that anyone is welcome to send complaints or comments on the rules to the Admin. I would say they've gotten lots a messages and made lots of changes, but I wouldn't expect any Administration to put out a perfect list of guidlines for users that they users have no say in and are perfectly content with.

Administration, they administer the Files section, User Pictures, The KB, and the messages.
