According to my CSS Reference you can specify the border-width property in the STYLE attribute of a table (e.g. STYLE='border-width:0px 1px 1px 1px'). This is supposed to be supported in Netscape 4 and IE 4, YMMV. The following chart explains the effect of using different numbers of values.
Number of Values Effect
1 All four borders set to value
2 Top and bottom set to first value; right and left set to second
3 Top set to first value; right and left set to second; bottom set to third
4 Top, right, bottom and left set, respectively
