Well I just found a post with someone else having the same problem. He ended up copying the compiled stored procedures into the DBC SP Record.

OK, for building Databases on the fly out in the field this is pretty bad that we can't programmatically add SP's from a text file as documented. This really bytes!! What good is the command. I'm trying to update stuff out in the field in a commercial APP. SP3 allows COMPILE so why can't this be done?
