IMO, Crystal Reports is for developers who wants to get the most out of reporting. I've intergrated in my applications and it works very transparent and the users don't know that I'm even using Crystal reports. However Crystal Reports is less suitable for end-users, and you'll have to pay licences for very users who wants to make use of it.
OTOH, FoxFire is marketed as a user friendly reporting tool in which users can make their own reporting. From the thing I know of it, it does not have all the features CR has (like exporting to many popular formats), but it seems to me that it is a far better ad-hoc report writer.
Personally, If my users want to make their own reports, I'll certainly take a better look at foxfire and use crystal reports for predetermined reports.
