Assuming that he had to sit and do the deploy one workstation at a time, and that the necessary infrastructure for shared network connection was not in place and the hardware for the dedicated line had to be installed, it'd be a reasonable guess, treated as a ceiling. If the frame relay hardware had already been physically installed, and the facility for sharing the interconnect conection to the network had been in place for the dialup connection, the time might be able to come down some, and the need for a "hardware guy" might be nearly non-existant. The Office upgrade, assuming no detailed network issue for the deploy were involved, could be done by almost any end-user with a high degree of confidence in their getting it right.
