I believe you are correct. There are indications in genhtml of lots of ideas floating around for cool things to do there, that were never implemented. Unfortunately, adding them yourself requires sorting out the tangled web.
I think the Web Publishing Wizard does take advantage of lots of neat features in the _html classes and in genhtml.
