I think one reason they have been holding off is that if there is an Office for Linux, it validates Linuxes existance, something MS is loathe to do.

It's supposed to be Office 2000 for Linux being developed by a secret team in India. Don't know the reasoning except it could easily be said that for interoperability and users moving from traditional Windows apps to Linux who are used to the feel of Office this could make sense.
