O2K works this way under 95, 98, and NT. MS did research that showed most people would try to Alt-Tab between documents.

Yes, it does, but I believe it's an optional install.

Prolly not. Stability was the number one priority under W2K. If this meant sacrificing compatability, then compatability suffered.
